Again: cristal clear, mr Otiko. I wonder what legal means are available in the USA for registering, incriminating, prosecuting and sentencing of discrimination. (if this is easy to find on the internet, I will try to find the answers myself). Over here (NL) the first article of the Constitution is the foundation for all acts against discirmination. There is an anti-discrimination hotline/website, charges can be filed with the Anti-discrimination Service, the police or the Commission for Human Rights. The system is not yet foolproof, but there is some progression. Systemic institutional discrimination is now an issue in many agenda's of progressive and political parties. Too late, but we are learning.
